Accounts Receivable Overview

USFSCO – Bills and collects University receivables, assesses late fees, processes refunds; USFSCO is a centralized unit serving all three campuses.

Waivers

                Tuition waivers are disbursed every Wednesday and Sunday night after the appointment is processed. 
                Problems can arise when appointments are backdated.

Holds

Financial holds are placed on delinquent accounts prior to time ticket notification for advance registration then at 30 days past due thereafter. For Fall 2009, UIUC’s first hold placement date is scheduled for Oct 20. (date was changed after the meeting). Financial holds will be placed as follows:
 

  • 9H – Accounts with delinquent balance of $500 or more (holds registration, transcripts, diploma)             
  • 9R – Accounts with delinquent balance of $25 – $499 (holds transcripts, diploma)
  • 1H – Special hold for accounts with an outstanding obligation to the college or academic unit

Collections

USFSCO places accounts in internal collections when they are 30 days delinquent (was 90 days) and the student is no longer enrolled.

Refundable fees

To receive Fall 2009 refundable fees, students must submit the request in person by presenting their I-Card to USFSCO Customer Service in HAB 100, from Sep 14 through Sep 25.    

Seven fees totaling $66 are refundable. However, students are not eligible for the services provided by the fee if they opt out by requesting a refund (e.g. Krannert and SORF). Graduate students are not assessed the $5 Study Abroad Fee so their total refundable fees are $61.

A new non-refundable fee was assessed beginning Fall 2009, the $2 Collegiate Readership Fee.

Pre-payment plan

USFSCO now offers several payment plan options:
  • Annual payment plans that range from 9 – 12 monthly payments.
  • Semester payment plans that range from 3 – 6 monthly payments.
  • Fees are $63 for Annual plans, $36 for Semester plans.
  • The deadlines have passed for the 2009-2010 Annual and Fall 2009 payment plans.
  • Spring payment plan deadlines are as follows:
    • Dec 17 for 6 monthly payments (Dec – May).
    • Jan 15 for 5 monthly payments (Jan – May).
    • Feb 18 for 4 monthly payments (Feb – May).
    • Mar 18 for 3 monthly payments (Mar – May).
  • Only tuition, fee, university housing, and meal plan charges are eligible for the payment plan.

Webinar (tutorial) – accounts and billing for students

USFSCO sends Orientation Webinar announcements to new undergraduate students prior to the start of each semester. We discussed adding graduate students to the audience, maybe currently enrolled graduate students in Spring 2010, and then include new graduate students beginning Summer 2010. We also suggest opening the Spring webinar to prospective graduate students.

Emergency loans

Emergency loans up to $1,000 are available to graduate students through the Office of Student Financial Aid. Proceeds are available immediately provided the student’s account is not delinquent. The loan must be repaid within 30 days to avoid finance charges.

Banner accounts receivable and hold screens

  • TSAAREV: view student account transaction history/detail
    • Term = term in which the charge/payment/adjustment was made
    • User ID = Net ID of the individual who posted the transaction to the account (APPWORKS means the transaction was automatically created by Banner)
